This paper discusses the costs and benefits of environmental cleanup under the Chicago Climate Exchange-reducing CO2 program, noting some of the costs, and considering what will constitute the benefits and how benefits are to be measured, finding that the reduction of what are identified as costs constitute the benefits and that calculating either is problematic.
