This paper will present a draft of a policy analysis memorandum which presents an analysis of the California initiative measure that deals with mental health Services Expansion and Funding. It will further examine this issue in the context of a tax on incomes over $1 million. The draft that will be presented is an action oriented client oriented analysis. Special attention will be focused on the problem definition, implementation and benefit cost analysis.
